It's Not Very Neighborly to:

Hire workers who make costly mistakes, or contractors who take dangerous steps, or illegal actions; Neighbors who don't pay their fair share of their condo fees, or contribute with their annual assessments; Anyone who speeds, drives while inebriated, screams obscenities, allows their pets to become a neighborhood nuisance, becomes loud at all hours of the day and night, slams doors, or makes loud noises while decent folks are trying to go about their daily lives.

NYC accepts all types of reports... Online, by dialing 311, or 911. Public safety representatives will respond, if and when they are not handling emergency situations. Also, there are so many buildings that have established house rules and some actually enforce them. Why cant everyone follow these rules?

Try to have some type of proof, an audio recording, a digital photo, or video. Then, contact your local public safety agency, condo board, or building manager to report anyone in your building, or neighborhood who is breaking the law and abusing rules of conduct.
