An Internet domain name and its associated ip address can only handle
a finite amount of traffic per second.

Imagine the 405 freeway with 1 exit and everyone wants to use it.

Well you can only exit 1 lane at a time.

What are you gonna do.

WAIT

Same thing the ip address is the exit.
only so many people per second can connect.

what they really need to do is have 1 page with 50 links on it.
this page could be served to that many folks.

the 50 links would be to: NY.healthcare.gov, fl.healthcare.gov, ca.healthcare.gov.

All different ip addresses on different servers.
it would be like 50 de3dicated on ramps instead of the one.

ONE SERVER COULD PROBABLY NEVER DO IT FOR A COMPLEX SITE WITH THAT MUCH TRAFFIC.

That would probably do it. but there could be a few links per state if necessary.
