Because the Republican speaker of the House, John Boehner resigned under pressure from a dissident group of Republicans, the House Freedom Caucus, there was a need to elect a new speaker.

Please note that under Republican leadership, US House members entered into an unpopular government shutdown and only narrowly avoided a crisis over raising the debt ceiling. Also keep in mind that both 112th and 113th congresses were among the least productive ever as measured by the amount of legislation passed, with filibusters and other parliamentary tactics used frequently.

Only time will tell if Congress cleans up its act, or keeps the status quo. The existing state of confusion, particularly with regards to our political issues in the sociological sense to maintain or change existing social structure and American values.
