• ✔ No replacement of the LIHTC financing model.
• ✔ Continued reliance on layered financing and private capital.
• ✔ No national housing infrastructure authority.
• ✔ Continued dependence on local governments and market incentives.

• ✔ Focus on supply expansion rather than structural finance reform.
