An analysis by the Brookings Institution says immigration policy changes during President Donald Trump’s second administration sharply slowed net migration to the United States in 2025 and are likely to keep migration levels depressed through 2026.

Building on research released in late 2024 and mid-2025, Brookings researchers used available data and policy analysis to estimate likely migration outcomes for 2025 and 2026. The report found net migration in 2025 was likely near zero or negative for the first time in at least 50 years.

Researchers estimated net migration for 2025 ranged from negative 295,000 to negative 10,000 people. They projected migration would likely remain negative in 2026.

The report cautioned that reduced government data transparency in recent years has made migration estimates more uncertain.
