The Whitley survey uncovered America’s safest state. They  ranked lowest for each metric overall, and said tops was Massachusetts. 

This highlights how states in the Northeast region of the United States performed well in a ranking, likely one measuring public safety, crime, or a similar metric, using a relative risk score lower is better. Here's a breakdown of what it’s saying:
