Voters in Scotland will be going to the polls in a few hours to decide whether their country should continue to be part of the United Kingdom, or become an independent nation. Scot Free... Without incurring payment, or escaping without punishment. Voters will answer "Yes" or "No" to the referendum question: "Should Scotland be an independent country?"

With 4,285,323 people - 97% of the electorate - registered to vote, a historically high turnout is expected.

Why will NYPDs top Hispanic official be leaving his top management post. First Deputy Commissioner Rafael Pineiro was reportedly asked to step down, but the question that begs to be answered is why now?

City Island Images asked NYPD Commissioner William J. Bratton to explain.

Commissioner Bratton began his career in 1970 as a policeman in Boston. He has now lead six major US police departments in his distinguished career.

Pineiro, who is a Cuban-American and also lawyer, who rose to the rank of Chief before being promoted to First Deputy Commissioner.
