A slightly later read from Poynter, citing the same tracker, put "kept" closer to 19 percent, with about a third stalled by inaction in Congress or the courts, including the Supreme Court.

Factually's research summary notes there's no single authoritative broken-promises count — estimates range from a handful of high-profile broken pledges to dozens, depending on whether you're counting Day-1 promises, first-100-days promises, or the full 2024 campaign menu. AllSides is running its own tracker mapped against Project 2025, and a independent site called Trump Tracker rates items Kept/Partial/Broken/Pending against Project 2025, the 2024 campaign platform, executive orders, CBO data, and the Federal Register, reviewed monthly.

Immigration — the clearest "kept" case, good for a script
Trump entered his second term with one of the most expansive sets of campaign promises in modern presidential history. Immigration is the area with the most measurable follow-through: mass deportations ran into the hundreds of thousands, and border crossings fell from over 200,000 a month to roughly 8,000 by spring 2025 (per DHS figures I cited earlier).
