They can't broadcast radio waves for FM or AM, or over their airspace to drop leaflets. They are able to broadcast dba from a satellite. Putin would shoot it down quickly.
Phone calls and texts are the way. I think they could filter texts they don't like.
If all the text messages are exactly the same they would be easier to filter out.
if all the messages were a bit different a human might need to look at each and filter some (harder).
They could filter the whole text message if it contains certain words. Putin could turn off texting if he wanted to.
Voice calls would be more difficult or impossible to filter out. What if you just robocall the people and ask them to listen if they want to hear the truth and play them a truthful news broadcast audio or audio programming.
Putin could throw people in jail for listening to spam audio calls a bad optic. He could block foreign calls or turn cells off completely or leave them working except for 911 calls or calls to big brother.
So you could turn in your neighbor for listening to truthful content easily. Every cell phone whether it has a cellular plan or a sim or not can call 911 or 611. It's called a non initialized call. read more about uninitialized calls
