Suppose public financing of campaigns is not a reality. In that case, there needs to be a federal law or constitutional amendment that only allows live natural persons who are US citizens to donate to a candidate - with strict amount limits.
Corporations, PACS and other entities, and non-citizens should not be allowed to donate to candidates. And the freedom of speech arguments fail because they can still voice their opinion, but freedom of speech should not include being able to buy candidates.
One of the best electoral systems in the USA has been adopted by Maine after a very unpopular Republican governor was elected with less than a majority of the vote.
