The ability of the current Congress to act depends on the specific legal mechanism being used, as impeachment and legislation follow different rules and timelines.

Impeachment is a two-step process designed for removing officials from office rather than passing new laws or changing policy. The House of Representatives must first vote to impeach by charging an official, and the Senate must then hold a trial to decide whether to convict and remove. This process is focused on "high crimes and misdemeanors" and does not grant the power to enact new legislative agendas or "Make America Great Again" through policy changes.

To change how the country is run or to enforce laws differently, Congress typically uses the legislative process to pass new bills. While the current Congress can introduce and pass laws at any time, those bills require a majority in both the House and the Senate and the signature of the President to become law. If there is a deadlock between the branches of government, significant policy shifts often remain stalled until a new election changes the composition of Congress, which is why many people look toward the next Congress to see a shift in direction.

A bipartisan approach is the primary way to overcome these deadlocks. When members of both parties agree on a path forward, they can pass legislation more quickly without waiting for the next election cycle.
